The Housing Assistance Division of the Los Angeles County Development Authority (LACDA) is responsible for the administration of the Housing Choice Voucher Program (HCVP). The LACDA administers over 26,000 Housing Choice Vouchers for the County of Los Angeles, as well as other targeted and grant-funded rental subsidy programs. The Housing Assistance Division partners with 10,000 landlords, helping eligible families afford safe, decent, high-quality rental housing.

POSITION OVERVIEW
Provides clerical and lobby support, including answering, screening, and routing a high volume of telephone calls, responds and provides accurate program information to the public; prepares documents for mailing and monitors its return. May require a high volume of data entry in Los Angeles County Development Authority's client information computer system. Operates office equipment including the Division's document imaging system; prepares and issues routine notices; assists at client interview sessions, sorts and delivers mail.

Essential Job Duties

The below statements are intended to describe the general nature and scope of work performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned:

  • Greet customers.
  • Assist the general public, program participants and property owners.
  • Assist in ensuring the lobby equipment is wiped down after every use.
  • Assist with client interview sessions.
  • Answer public inquiries pertaining to the Housing Choice Voucher Program (HCV), Emergency Housing Voucher Program (EHV), including, but not limited to the application process, housing resources and other related areas.
  • Answer, screen, route a high volume of telephone calls and messages to appropriate staff.
  • Prepare and issue routine notices.
  • Input pertinent client information into computer system.

The ideal candidate must be able to multi-task; perform well while maintaining a calm, courteous, professional demeanor in a fast-paced team-oriented environment. Must work independently with minimal supervision, possess strong judgment and decision-making skills and effective oral and written communication skills and be able to establish and maintain cooperative working relationships with staff, public, and other agencies.

The candidate will prepare documents for mailing, sort and deliver mail. The candidate must be computer literate, experienced with Microsoft Office Suite, to operate office equipment including the Division's document imaging system. The candidate must maintain a high standard of customer service to effectively represent the Los Angeles County Development Authority and its programs and perform other related clerical duties as assigned. Regular attendance is an essential job function.

Qualifications

High school graduate and some college coursework, with three years of receptionist or office management experience. (Four (4) years of receptionist or office management experience may be considered in lieu of the college coursework.)
Two (2) years direct experience working with the public, particularly low- income populations, and special needs populations.
Bilingual in Spanish is required.

DESIRABLE QUALIFICATIONS

  • Work experience with low-income/diverse populations
  • Experience in YARDI Software

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

Conditions of Employment
Prior to the start of employment, successful applicants will be subject to a post-offer medical examination and criminal background check as a condition of employment. Background check information will be considered in determining the applicant's suitability for the position.

Successful applicants must possess a valid California Class C Driver's License, an acceptable driving record, and must comply with the LACDA's Motor Vehicle Safety Policy during employment.
